Орган сертификации может выполнять факультативную функцию по созданию ключей пользователей. Объект, которому доверено (в контексте стратегии обеспечения безопасности) создавать сертификаты безопасности, содержащие один или более классов данных, относящихся к обеспечению безопасности.

Государственная организация, утверждающая законность выдаваемого открытого ключа.
Открытый ключ подлежит сертификации в СА. Лишь после этого он может использоваться в шифровании документов электронной торговли и при взаимодействии с банками. Сертификаты выдаются на основе анализа закрытых ключей.
